Other highlights include improved availability of essential medicines, an increase in primary completion rates (62.99%), access to safe drinking water (74% of the population) and progress in sanitation (22.6% of the population). However, pressure on the state budget, especially from the ongoing security problems and a drive to reduce the national deficit to 3% of GDP by 2019, has delayed the implementation of the structural investments and strategic reforms of the National Economic and Social Development Plan (PNDES), including the roll-out of UHC.
